What a Simi Valley bathroom remodel costs, and why

Safeway Remodeling, a Simi Valley remodeler, publishes the bathroom budgets below. We read them on October 5, 2026; the page shows no update date and describes the figures as illustrative planning budgets rather than quotes or market averages. They are its numbers, not ours.

City permit fees that sit inside every bid
These lines come from the City's Summary of Service Charges effective July 1, 2024, the FY 2024-25 schedule. The City raises its fees each year with inflation (2.5 percent on July 1, 2024 alone), so treat them as a floor and confirm the current figures with Building and Safety.

What moving plumbing does to the price
Keeping the toilet, the shower drain and the sink where they are is the biggest single saving in a bathroom. Moving any of them means moving a drain and its vent. Over a raised floor, that work happens in the crawlspace. Over a concrete slab, the slab is cut, the line is rerouted and the concrete is patched and inspected before the floor goes back.
Distance matters too. Shifting a toilet a foot is a modest change; moving it across the room, or adding a second sink on a new wall, adds pipe, venting and sometimes framing.
- Cheapest: same layout, new fixtures and finishes
- Middle: shower or vanity moves a short distance on the same wall
- Highest: toilet or shower moves across the room, or the drain line under the room is replaced
Where the rest of the money goes
In a typical estimate the labor and materials split across demolition and haul-away, rough plumbing and electrical, waterproofing, tile setting, fixtures, glass, paint and the permit. Tile choice and glass are the two finish decisions that swing the total most, because both add material and hours. The cheapest place to save is usually the vanity; the worst place is the waterproofing behind the shower.
Questions homeowners ask
Why do bathroom estimates for the same room vary so much?
Usually because they are not pricing the same job. One bid may leave the old drain in place, skip the permit or assume a cheaper shower system. Compare line by line: scope, permit, waterproofing method and what happens if the drain is bad.
Are City fees included in your estimate?
We show them as a separate line so you can see exactly what goes to the City and what goes to the work. The amounts follow the City's current schedule at the time we submit.
How much more does it cost to move the toilet?
It depends on the floor and the distance, so we price it after seeing both. A short move over a raised floor is a small change; a long move across a slab is one of the larger line items in a bathroom.
Is it cheaper to skip the permit?
Only until you sell, refinance or have a leak. Unpermitted plumbing work can surface in a buyer's inspection, and a licensed contractor is expected to pull the permit when one is required. The City's fee for a non-structural remodel is small next to the cost of reopening finished tile.
